Financial exigency.
What should alumni understand?

Financial exigency describes a serious financial condition that can require an institution to consider difficult changes to spending, staffing or programs. To understand what it means for a particular college, read the actual declaration, the recovery plan, and the applicable rules.

A declaration alone does not establish bankruptcy, closure, or loss of accreditation. Those are distinct events with their own records and processes.

Published account

In an August 28, 2026 report, KVOM attributes to former President Bill Walker the statement that the College operated under a self-imposed financial exigency during his tenure. That account identifies the issue; it is not a substitute for the declaration or a current financial assessment.

Association questions

Association leadership has raised concerns about the reported declaration and its implications. The declaration, effective date, recovery plan and promised explanatory document are still needed for review. We are not presenting those missing records as received or verified.

Current effects on students, staff, programs and institutional obligations should be explained by authorized College leadership with supporting records.

Different responsibilities

The Board, HLC and federal aid officials
have different roles.

College Board and administration

The Board provides institutional governance and financial oversight; authorized administrators manage operations and carry out approved plans. Ask the College for the actual declaration, approval records, recovery plan and explanation of service or program changes.

HLC: accreditation monitoring

HLC’s Special Monitoring policy identifies a declaration of financial exigency or another financial emergency among circumstances that may contribute to a Financial Issue designation. That designation and withdrawal of accreditation are different actions.

This general policy does not establish the College’s current designation or a notification violation. HLC substantive-change requirements address separate types of institutional change.

Department of Education: Title IV

Federal Student Aid guidance addresses financial-exigency declarations within financial-responsibility trigger reporting, including supporting documentation. The rules distinguish different circumstances, including events predating July 1, 2024.

Applying those requirements to the College requires its records and the applicable timing. This page makes no finding about what was reported or whether a requirement was breached. Title IV student aid is distinct from Title III institutional grants.

What alumni should ask to see.

  1. The declaration: What action was approved, by whom, and with what effective date?
  2. The recovery plan: What resources, forecasts, savings and milestones support it?
  3. Student and staff effects: Which services, classes, programs or positions are affected, and what protections or alternatives are planned?
  4. Ongoing obligations: How do major commitments fit available cash, operating needs and the recovery plan?
  5. Relevant correspondence: What appropriate public information can the College share about accreditation and federal-aid reporting?
  6. Progress reports: Who is accountable, how will progress be measured, and when will updates be provided?
